you will need to pass an FAA tower-light test. google it and you'll find a bunch of information. In order to get a PPL you will need to get a medical certification from an FAA-authorized doctor anyway so you could always have him give you the "light gun test" then they do this because this is what the tower will use in the case of radio failure. you need to be able to differentiate between red and green well enough to pass that test, not necessarily the more stringent dot-test. good luck! it depends how bad the color blindness is. Consult with an aviation medical examiner first or have a flight instructor call the tower and flash light signals to you. Then you can tell if you can see the lights in different colors.
